Where is Jarrah Tangye?

I can't find Jarrah for the life of me. I've been to every country except Austrailia which isn't even open to me yet.

He's in Hong Kong, in the castle on the mountain, to the right.

Jarrah Tangye is in Hong Kong. The Mountain Castle there.
