I have completed expert at each level, except 5-1. Multiplier bonuses are not working on this level, so I can only collect about 2800 points instead of 3500 expert. Glitch?

There are several levels where it's very difficult to get Expert. It seems to be random as to whether they give you enough items to reach Expert. Just keep trying, over and over again, and eventually you'll get a scenario to make it.

Yes, a couple of them are very hard to reach Expert. There's one that I think I played over 20 times before I finally was offered enough shells and was able to reach Expert.

It's possible, just keep trying.
