nightshift code the jaugars eye, stuck at CHAPTER 3 ARCHIVES AND ALLEYS

I am so stuck on this chapter. The instructions say "This is basically the same puzzle as the one in chapter 1. Just drag
the puzzle pieces into the frame that is on the right and use the plus
and minus sign to adjust the picture.". I can move the pieces into the right place but when I try the plus + or minus- buttons to adjust which piece comes forward...it wont work. I have tried everything and can not get this to work at all.
