Okay Isaiah, I'm going to give this a try.  You have to do more moving on this level to get the color bonuses. Park for a second then move up when you have a chance with the green cars and what I will call space 7 (right in the middle).
 
Lot goes like this:
1-----2 (lift), 3 (under lift)----4 (lift), 5 (under lift)
6---------------7-----------------8
9-------------10----------------11 (lift), 12 (under lift)
 
I picked the faster walk again.  Always have the boy wash the cars. It doesn't have to be immediately after you park the car.
 
Round 1
1-red cell
2-blue truck
3-green girl
4,5,8,11,12-yellow float
6,9-empty
7-green businesswoman
10-green Ethel
 
I think all but the float girl will have left the lot when you begin to park round 2.
 
Round 2
1-red girl
2-green truck (put it in 7 then scoot it up)
3-blue cell
4-red cell
5-red girl
6-red businesswoman
7-green businesswoman
8-empty
9-red girl
10?,11,12-empty; I could be off here...sorry
 
Round 3
1,6,9-red float
2-green girl (park in 7 and move up)
3-green cell
4-red Ethel
5-red girl
7-green girl
8-red businesswoman
10-green cell
11-red girl
 
If you get behind, you can leave the last 2 girls and cell guy who show up, and make them round 4.
 
I got over 11,000 points this time.  It did take practice to get the timing.
The trick is being willing to park for the bonus then move the cars around as needed.
