It took a few tries but I finally got expert. Do as follows:
 
 
Round 1: Serve Diane and Norbit first they eat slow.  Use Confetti after all seated. Remember that Norbit eats very slowly and so does Diane. Serve them first.
 
Heart Table:
 
Twins
Jane
Empty
 
Bell Table:
 
Norbit
Diane
Twins
 
Use Champagne when desserts are served.
 
Round 2:  Start seating while Norbit is still eating. Use Confetti after all seated.
 
Heart Table:
 
Kathleen
Chloe
Diane
Al
 
Bell Table:
 
Twins
Maddie
Jane
 
Use Champagne when needed.
 
Get Maddie and Diane to dance as soon as possible in order to seat Derek and the other Maddie.
 
Round 3:
 
Seat Maddie next to Jane as soon as Maddie leaves to dance.
 
Seat Derek next to Al as soon as Diane leaves to dance.
 
Confetti after seated.
