Is it hard to understand and is flo in the actual game?

I just started this yesterday. It's not hard to understand but it's not easy to play. I'm on the 3rd restaurant & I've had to do it 3 times & still didn't somplete it. Flo is in the cartoon & a few messages but not when you're actually playing the game unless she shows up later.

she is on the game, she will show up randomly walking among the customers and when you click on it, she will help to advertise to other customers...
