Mastering the strange plants?

so i've been trying to get my scientists to master the strange plants to solve the puzzle, about how long does it take? AND do i have to have just one villager master all the plants or can i switch them each time. I've been making the master scientist study to flowers for about two years and nothing has happend! Help?!
