If you're stuck in one of the cities, there's a chance that someone will come along and offer you a loan.  If you're stuck in a secret location, like the Amazon and you don't have enough money to leave, you have no options except to restart the game.  I think that the person who tells you about the Amazon mentions that you need to have enough money to go there and leave before you decide whether or not to pay for their information.
