As the others indicated, you work around the stop signs. They structure the streets in, I believe, up to 5 levels. The layouts on Pizza Party are actually pretty nonsensical. They will leave off at a level 3 and on the other side of the village, they'll give you numbers 4 and 5. But meanwhile, you were playing the German pizza or the French pizza levels. It's confusing and weird. However, you will eventually get to play any levels that you might have missed or weren't offered when you hit those stop signs. Meanwhile, they will steer you to up to 3 other directions, and you decide which street you want to start down next. Note too that if the symbol for the next level is silver with an X through it, you need to upgrade your equipment in the shop first.
The only way that you can go to the points past them is to go around them. Just pick a level that is not blocked, eventually the path will lead you around.
Hello If I"m not mistaken... they eventually go away as you play. After you play the levels that are around the other side they go away and open up the whole street. Have fun.
