I went crazy here! I finally figured out that as long as buildings were only 1/2 damaged, I continued to accumulate resources until I had enough to finish (I built the buildings I needed for town happiness, including a sheriff's office/sheriff, saloon, church, cemetary, etc, and kept them at 1/2 damaged by only doing a bit of repairs then sending worker back to regular work so that they were not in danger of collapsing, but the more intact - fully repaired - buildings, the more fires and earthquakes i had!) when I had met all other criteria, and had stashed away enough resources, I had every citizen start repairing before another earthquake or fire could occur. I also made sure there were several wells or water towers around, and tried to keep most buildings close together. Tannery's are good as you get food and gold when hunting, which helped accumulate resources, too. I found if I started repairing the town early, the earthquakes, fires, etc happened far too often to ever finish! I would be panned out of gold, mined out, and no trees left and town still broken down. As long as buildings aren't in danger of falling down (1/2 way damaged) you can survive w/o losing them, and concentrate on all else.
Don't build the luxuries like flower pots, outhouses, and street lamps until you are ready to fix the town up, either, b/c they often burn down quickly or are destroyed in an earthquake. They cost a lot of resources to keep repairing, also.
