You don't need to do anything if you get one of these emails.
I don't think it means anything. It's your person trying to find something to write to you in their email.

Your person says they can see the neighbour's attic window if they stand on tiptoe) which I 1st thought meant they were feeling alone or isolated, but then they got emails saying they won kite & hot dog eating contests & helped ppl with their gardens, so they obviously get out of the house & meet up with others.
I wouldn't worry. I think they're just talking to you & don't have v.much to say.

Yes, I've had that too. The prob with me was I didn't read my email straight away as I was in the middle of something & couldn't afford to take the person from what they were doing. By the time they got to read the email, no collectible! The rare collectibles don't last long!

When I read the email straight away, I DID find a rare collectible (on the front path) but I do think they cheat a bit & aren't always there when they say they are - or maybe I'm just too slow.
Maybe this neighbour is messing with us- first their strange weather machine & now emails. We can't see into their yard yet they can see into ours - creepy!

NEway, I hope you find one of those rare collectibles (mine was one I didn't have). So I reckon it's at least worth a look if you get one of those emails.
Places I've found difficult to see was things placed over both hoses.
