I've looked back at my game and you don't need to worry about Bogota or coffee from there until after Tokyo.  In fact, it's impossible because it's locked at that time.  In order to finish Felix's important quests you need to manufacture 5 chocolate recipes and own a shop.  The shop you should be trying to get is in Tangiers.  To do this, you give him special reserve coacoa and your creations.  The coacoa for the special reserve is in Douala.  Whatever you chose for the creations you had to buy from somewhere.  Once you've done that (completed the Tangiers orders) you'll get the shop.  

Now for the manufacturing of the 5 coffees.  Just do Mocha, Cup a Joe, Arabian Bold, coffee with nutmeg (I think), and coffee con leche.

You should get the recipes for all of these as you get quests.  Thus, you cannot turn down any quests.  Even if you can't complete them right away don't turn these down.  You can complete your quests in any order.  So, take them and get them done when you can.

Once you've done this you'll get Felix's endorsement and he'll get you into Tokyo.  Worry about Bogota later (much later).

Garden 2-2 with the red and yellow flowers.  You can get expert by planting as many of the cheap (300 mesas) flowers as possible.  Plant them according to the colors of their rings (i.e. red plants in red circles).  Keep buying and planting.  You may want to buy an extra shovel so you can get rid of the rocks faster and you will need an upgrade on your water tool because you're going to need a lot of plants.  The rain cloud is too much money for this level and the plants aren't that thirsty.  If you bought the berries and bananas yeah, but I don't recommend it for this level.


***Here is the key though.  Keep buying and planting flowers until the timer is pointing straight up.  This is when your time is halfway up.  Until them spend every bit of money (mesas) that you have on purchasing plants.  You're still going to have enough money to restore all the statues (including the expert statue in the end).  Don't restore the statues as soon as you get the money.  Wait until the end when you have lots of mesas (like 11,000) then start restoring before your time runs out.

Again, until the timer is pointing straight up (halfway done) spend all your money on plants.  After that save your money until you have at least 11,000 mesas then restore all of your statues. You should only be a couple hundred from the expert at this point (500 at the most).
