I believe it depends on what world this is for you. For me this was my second. I had loads of difficulty passing this level. But I ended up doing it after 6-7 tries and got Super goal.
To pass this level you at least need to have a topper, pink oven, and pink froster, and a TV. The tv channel to use is the blue one.
And use it often!
Serve the queen before anyone else because she is the most impatient. And if the egyptian with the blue comes serve him right away. Any one with a blue bubble in the world needs to be served right away. They can have negative influence.
Also I have figured out that if you do not pass a level dont hit restart. Save the game and then go back each time you fail. I say this because each time I do this I get more money to shop with even though I failed the level. Sometimes its the only way I can get through a level.
